In accordance with art. 19 of Mexico's monetary law (*), if you have doubts about a banknote's authenticity:

Visit any bank and ask the cashier to verify the banknote's authenticity.
The cashier will give you a receipt in exchange for the banknote (*) and will send the banknote to Banco de México to be examined.
Banco de México will issue the corresponding ruling and will communicate it to the credit institution.
If the banknote is authentic, the value will be repaid to you by the credit institution that provided you with the receipt. Otherwise, if it is counterfeit or altered, it will remain in safekeeping and in custody at Banco de México.
No one is allowed to perforate, break or damage by any means a presumably counterfeit banknote. The only institution in the country with the authority to issue a ruling regarding the authenticity or counterfeit status of a banknote or coin is Banco de México. However, as far as national banknotes are concerned, they might be sealed by the cashier in front of the customer but such seal must fulfill the conditions established by Banco de México (*).
