Note:
Balances are defined in net terms: financial assets of the public sector are subtracted from the gross debt. Total Public Debt refers to the net debt of the Federal Government, public enterprises and official financial intermediaries (development banks and official trust funds). Consolidated debt includes, in addition to the sectors of the total public debt, the net indebtedness of the central bank with commercial banks, and external and private sectors. The average balance is equal to the average of the end of month balances from January to the reported month in the same year. The historical data have been modified due to a methodological revision. From December 2005, both debt measurements are based on the new report from the banking sector: 'Catálogo Mínimo Sectorizado'; from January 2001 until November 2005 the measurements were based on the 'Informe Contable y de Sectorización', that substituted the previous one: 'Estado Analítico de Cuentas'.
1/ In December 2008, the fiscal cost associated to the Reform to the Law of ISSSTE was assumed by the Federal Government and it amounts to 270.5 thousand million Mexican pesos.
2/ According to the modifications announced by the Federal Budget and Fiscal Responsability Law on November 13th of 2008, the Pidiregas program was canceled from PEMEX investment. As a consequence, 896.6 billion pesos in liabilities corresponding to that program were reclassified from non-budgetary debt to the budgetary debt of PEMEX in January of 2009. This move is reflected as a jump on the total net debt of the public sector starting in 2009. However, the sum of the total net debt of the public sector plus additional liabilities remains unmodified, since the latter?s de corresponds exactly to the former?s increase. This is because the liabilities from Pidiriegas corresponding to PEMEX were formerly registered under additional liabilities.
