In 1981 the obverse side of the coins was to bear the National Shield and the reverse side was to have the same design as the Centenario, i.e. the Winged Victory with the Popocatepetl and Ixtaccihuatl volcanoes on the background. An ounce was considered for silver coins; the intention being to substitute the silver coin prevailing in the market known as Troy Ounce as well as to even it up with the gold pieces. This new coin was issued by Government Decree, has the face value and the National Shield. In 1991 the following silver coins were added: 1/2, 1/4 , 1/10, and 1/20 oz.
